He has been a minister for 45 years. He was pastor at Phillippy Baptist Church and still served as needed at various churches. He was a member of Calvary Independent Baptist Church. He was a US Navy Veteran. Paul was an avid hunter, fisherman, singer, harmonica player, carpenter, and he shot a mean game of pool.

He is survived by his wife of 43 years, Patricia Dudley Phillips and the son of the late James and Hazel Hilliard Phillips. Mr. Phillips retired from Forcum Lannom in 1980 where he worked for 12 years. Once his retirement he decided to get into the law enforcement. He began this career in 1980 and worked for the Tennessee Highway Patrol as a Sergeant until his retirement in 2008.
